Congestion problems at Lagos recently forced Hual to suspend ro-ro calls at the Nigerian port.The problems became critical last year when the government decided to mandate 100 percent customs inspections for cargo and also served notice that, from 2002, used car imports were to be banned to boost domestic assembly lines.
