The government of Somaliland in Hargeisa has announced plans to develop a large port with container, dry bulk and dry bulk terminals at Berbera, on the Gulf of Aden opposite Yemen. Somaliland is officially part of Somalia, but has been run as an independent state for more than two decades.

Its government considers it to be a sovereign state, although it is recognised as such by few other governments or international organisations. The port could be developed to serve landlocked Ethiopia, but could also operate as a transhipment port in competition with other modern facilities in the region.
