The ports of Los Angeles and Long Beach are preparing for another environmental battle when they release Environmental Impact Reports (EIRs) for near-dock rail terminal developments. The Union Pacific Railroad (UP) wants to “modernise” its near-dock Intermodal Container Transfer facility (ICTF), located five miles from the ports, while BNSF wants to develop the Southern California International Gateway (SCIG) a similar distance away.
