ICTSI has welcomed the decision of the Port Authority of Guam (PAG) to cancel its 2005 Request for Proposals (RFP) to manage and operate the Jose D Leon Commercial Port and to reject all bids submitted in response to it. “We will accept the cancellation and wait for the new RFP,” said ICTSI executive vice president Eduardo Abesamis. “We agree that a new RFP may result in a more accurate contract.”

ICTSI is now expected to withdraw its court action against PAG. As previously reported, it filed a case last May against PAG before the Superior Court of Guam shortly after PAG scuttled negotiations with it even though it had earlier been named as preferred bidder. There has been no reaction to PAG’s move from second-ranked Portek International, but ICTSI’s position on the matter should set the stage for another round of competitive bidding.
