Port reforms have been promised for years in Spain but the new draft law is in line with European norms and could have more impetus. Staterun labour pools (Sociedades Estatales de Estiba y Deestiba) would lose many powers and the the private sector would have more say. In addition, if promised cuts in port tariffs materialise, ports will have to rely more on demand-led private investment and some grandiose schemes would be scaled back.
