Cuxhaven fights its corner

If Cuxhaven wants to develop its container business independently of the major currents of port policy and port politics, it will have to overturn a 1991 Treaty between the City of Hamburg and the Government of Lower Saxony which prevents it from operating a dedicated deepsea container handling facility. This is unlikely given the commitment of the three coastal lander governments to the Jade deepwater project in Wilhelmshaven.
