The EU’s Marco Polo “modal shift” programme that began in January 2003 and runs to the end of this year has been extended for seven years from 2007 to 2013. Without a substantial increase in short sea shipping, inland waterways (IWT) and rail transport, freight traffic on the roads is forecast to rise by 20.5 Btkm.
