US cargo transfer rules fall short

A fatal accident during the transfer of methyl mercaptan from a rail car at an Atofina chemical plant in the US last July has prompted a call for additional safety measures to control the transfer of hazardous materials to and from bulk transport units, including tank containers, road tankers and rail tank cars.
