The financing convenant for the massive second (“tweede” in Dutch) Maasvlakte was signed at the beginning of this month, after years of tough negotiations and compromise.

The planning decision was due last December, but the Dutch government was not prepared to write the port of Rotterdam a blank cheque and the port has had to make a number of concessions to push the project through.
