Following up quickly its “white book” (WorldCargo News, Setpember 2001, p13 and November 2001 pp29-30), the European Commission wants to speed up the liberalisation of rail freight services, with standarised and transparent safety case procedures for new entrants and more decisive action to ensure interoperability.
