The constant threat of terrorist action against ships, ports and terminals is not going to recede for a long time, perhaps years. The shipping industry is reluctantly beginning to accept that it must square up to the threat, even though extra security and precautions will increase operating costs. At the same time there must be an acceptable interface between shipowners and port and terminal operators and the marine insurers who are asked to cover the risks.
