Ideas that ports on the South American west coast could become transhipment hubs are �almost certainly not realistic�

As South American countries open up their markets, privatise their ports and look for international investors, they are also coveting the idea of developing trans-shipment opportunities. Ports in Ecuador, Peru, and Chile hope to concentrate more cargo from neighbouring countries. Certain projects are based purely on expectations that hub ports on the Pacific coast are feasible, and that this or that location has a particular comparative advantage. Specific ports and projects with hopes of concentrating cargo either by land (transit) or water (transhipment) are:

Manta (Ecuador): It hopes to concen-rate containerised cargo from South America for final shipment to Asia, North America, and Europe. The US Trade Development Agency approved a donation of US$362,000 for a pre-feasibility study, which was undertaken by Moffatt & Nichol in 1999.
