An independent report commissioned by New Zealand’s Minister of Transport Mark Gosche has found that NZ ports have not been misusing monopoly positions to overcharge domestic shippers. Following several court cases over port charges, the Minister commissioned a study into port competition, use of market power among port companies and whether the industry should be subject to pricing regulation.
