The race for the 25-year Manila North Harbor concession has narrowed down to Dubai Ports World-controlled Asian Terminals, Inc (ATI) and Harbour Centre Port Terminal, Inc. HCPTI, which owns and operates the controversial Manila Harbour Centre terminal, is teamed up on a 65:35 basis with Metro Pacific Investments Corp, a Philippine subsidiary of Hong Kong conglomerate First Pacific Co Ltd, which is part of the Salim Group of Indonesia.
