The Philippine Ports Authority (PPA) has controverisally declared a “failure of bidding” for the Manila North Harbor concession on the grounds that at least two contenders are needed for it to secure the best possible offer. Another round of bidding for the country’s main domestic cargo hub is expected within this month.
