Bolloré Africa Logistics (BAL) looks set to win a concession to operate four ports in Cape Verde after it was announced that it was the only company to reach the end of the tender process. The government of Cape Verde has long planned to transfer management of the country’s main ports to a private sector operator, but the process has been repeatedly delayed.
