Spain’s development minister Francisco Alvarez Cascos has reitereated his government’s commitment to deregulate rail freight in line with EU legislation by 2003. He told last month’s UIP (private wagon operators) congress in Seville that some E40.8 bill, or almost 40 per cent of the 2000-7 national infrastructures plan, is being allocated to rail.
The prospect of liberalisation has aroused interest of companies such as ACS, FCC-Connex and Union Fenosa. The latter, an electricity generator, is currently spending Pes435 bill a year on outside suppliers and believes it could make big savings if it were to operate its own trains.
