Philippines stevedoring firm Pier 8 Arrastre and Stevedoring Inc (Passi), which won a court battle to overturn the government’s takeover of cargo handling operations at the Manila North Harbour (see WorldCargo News May 2000, p7), has filed a petition to hold the Philippine Ports Authority (PPA) liable for contempt of court.
