The US Department of Transportation’s Research and Special Programs Administration (RSPA) is proposing to amend US hazardous materials regulations to permit the discharge of tank containers that transport certain liquid hazardous materials. The tanks involved are those that are not equipped with a thermal means of remote activation of the internal self-closing emergency valves fitted on bottom discharge outl
RSPA had previously taken the stance that if an intermodal (IM) portable tank, or tank container, is to be unloaded in the same manner as a road tanker, it should be equipped with the same emergency shutdown devices as those required for road tankers.
